TLC556, like all 555 derivatives, needs a negative trigger pulse, which is shorter than output pulse. If input signal violates this rule, an additional differentiating RC circuit can help. Then, input stage should look like:



Negative trigger pulse is fabricated on 0-to-1-transition of input voltage.

Values of electronic parts can only be given, when signal is known, of course.
