Can You suggest a cheap microcontroller which can be programmed easily with nothing fancy, just timers and i/o ports
Have a look at the Philips 89LPC932. For some reason, in some countries, the distributors mark it up 1000%, but check it out. Once you have verified your design use a 87LPC derivative, at 200 you should be able to get it for about a dollar.
