BTW, is it compulsary to use any specific ICs to meet the standard? My understanding is that as long as the ckt (whether IC or transistor based) meets the standard it should be allright. Please, correct me if I am wrong
nope, you are right BUT the circuit shown does NOT meet the standard (how do you get a +-10 V swing between +5 and gnd?)
