Hmmm, Yes and no... If you say you are oriented towards an 805x type of thing, and the customer agrees on you using an 805x, you do not necesarily charge for your tools. It could be different if the customer insists (for whatever reason)on you using a specific tool or a specific architecture. Then you could charge extra for the extra tooling costs involved.
