It could be different if the customer insists (for whatever reason)on you using a specific tool or a specific architecture. Then you could charge extra for the extra tooling costs involved.
Absolutely. I have often stated "if you want a flingigook processor instead of the '51 or XA that I suggest there will be some tooling costs"
