I would go for a Silabs c8051F42 controller,
this gives you:

CAN bus for communication between the floors;
8 ports, that's 64 i/o points
serial port for communication via RS232 to PC (only in 1 board)

Then you need a driver chip for the CAN bus and 8 uln2801 chips to drive the lamps.
