It is indeed possible to adjust the threshold with resistors. See how the adjustment of the "simple RS232 receiver" starts to get more and more complicated as we try to fix it up!! As one can see below, resistors are exactly how National addressed the problem with their old work horse RS232 receiver chip. (I guess this part number is essentially defunct at this this point).
