I just tested this circuit, it worked well for my application and it simulates well down to +/-3V input.
Though I agree that there are may be some issue with using this circuit as a substitute for regular RS232 line drivers for customer use. I do think that it may be used for uploading flash data as suggested by the schematic on page 37 in the Flash Magic User's Manual. This saves one IC if you are using MAX232. I am using one MAX232 for TX, RX and DTR and this circuit for RTS. I used a 2n2222a instead of BC54.
