First of all, I don't really like the use of SMS. It shows laziness.
I kind of like option #2, but giving negative karma is bad karma. I think you should ban it and make sure that the rules have to be read and agreed to before allowing a new member to sign up. That may already be the case, but it's been a few years since I first came here, so I can't remember for sure. I don't think the threads should be deleted though.
