This sounds like an application is running there, sending these characters.

And, if it does not enter ISP (which would mean no spontaneously transmitted bytes) upon the "hardware condition" (/PSEN held low on reset), it sounds like the infamous "bootvector loss" problem, resulting in application start each time.

Do you know what is the "history" of this chip? Do you have more similar chips?

A side question: do you have a board where a '51 with an external program (e.g. from EPROM) could be run?
