Are you able to verify code which is programmed to chip? Does it report any errors? Try step by step: Erase -> Program -> Verify -> Protect Clock is 24mhz,
Using max. allowed frequency may cause problems due alot of reasons. For example, not very good crystal produces bad duty cycle and/or not enough output level; not good capacitors or/and their values may stop ocsillation; etc. Try to change work frequency let say to 12MHz and check again.
