Thanks Kai, yes there is additional components on the other side. I have two 33pf burden capacitors on the opposite side and I do have the 100nf cap across the chip closer to the ground pin in my case. Datasheet said I didn't need additional components for the 7805 but I will add them. I use a 12V 13.5 amp IBM power supply, its a very clean power supply I was very lucky to get. One thing I just thought of though, I don't have a decoupling cap across VPP. I better add that as well. I will make the neccessary modifications and try again.
