From what I remember of the NSC application information for this (7805) regulator, an input cap of, say, 2.2 uF would be appropriate, particularly if it's a tantalum. I think they say a .1u is adequate for its output. That might help if it is oscillating. I've never, in the 30 years I've been using these guys seen one oscillate, but I have heard that they do that.
