I assume, that you have verified that you haven't incorrectly connected tx and rx somewhere along the route from PC to mC.

I'm only asking this because your hardvare test will pass OK if you have incorrect connection (short-circuiting of rx and tx will always result in echo even they are 'logically' incorrectly connected e.g. if you connect PC tx to mC tx and PC rx to mC rx your test will pass OK but you couldn't get connection between them working).
