Because I can name a few situations where your suggested pinout for cable
i.e. pins 4 and 5, and pins 6, 8, and 20 (based on the DB25 model) have to be connected together
(e.g. tiebacks) will fail since full hardware handshake IS required between two DTE devices and by 'faking' them on either side you'll interfere with their normal operation.

On the contrary! From what hat you've pulled this one?

As for applications, It is merely stated that PCs port is capable of handling 3-wire serial link.

IF application writter/mC circuit designer chooses to use loopback adapter or for that matter a full blown hardware handshaking with all bells and whistles it is entirely up to him. It has nothing to do with the fact that one can make regular rs232 link with PC while using just 3 wires if it suits his needs.

We are basically arguing against:
have to be connected together, else the PC won't talk.
because this is very incomplete statement. There is a lot of situations where you can't apply this reasoning. And we tried to point them out.
