Doesn't it make sense to provide the three or four wires rather than to have to skull-out each and every application?
If this was your intention, I must agree. It is better to play safe than to instruct unsuspecting users on details of hardware handshake issues later. Loopback adapter and - off we go!

It looked to me that he whole discussion started over the require part of statement:
PC's require special wiring, i.e.
Now, I believe thath we could agree on 'politicaly correct' version that although PC's comm port don't require more than 3 wires, some application might, so to avoid potential problems with custom written applications and going into specifics of rs232 protocol, you can just place tiebacks and hopefuly skip the whole issue.
