I'm not sure if this would be considered on topic or not, so I'm not going to go into a lot here. Moreover, even if it is on topic, there is a lot of information that would go into addressing your question. I will tell you that you can indeed make PCBs (although they're actually PWBs until you mount the components to them) inexpensively at home, within limits. I personally have made two sided boards down to 0.010" lines and 0.010" spaces (0.254 mm x 0.254 mm) without any expensive specialty equipment. I'm not sure how long you'll be able to do so, but you still can today (at least in this country). You can contact me by email (see above) if you'd like more information or to discuss it further.
