Yes I cannot agree with you more. In fact there are systems as this elsewhere, where the human life is valued above all, by the powers that be. i am not sure about the sirens activated by the Buoys via the satellite link - but the link is to warn the departmental authorities who then decide on the action plan. But yes, what you said is very practical and a warning in the place where it matters will dramatically bring down the rate of casualties.

Unfortunatley many valuable lessons are forgotten fast - and we wait for the next disaster for a post mortem.
