The <= assignment is used for signals and the := asignment is used for variables.
Signals and variables are different in that variables become assigned immediatly and signals become assigned at the end of the current delta period which is basically to do with the way that simulators resolve the value of signals. Variables are used like local variables in C and signals are like global variables.
