In your position, I'd certainly recommend finishing your degree since you're so far along anyway. Then, if you want, try to get to the U.S. and go to one of those technical schools. At the very least I'd suggest continuing at the university while you try to get authorization to study in the U.S. No reason to sit around and do nothing while you wait.
