Whether it's 7-segment or not is irrelevant.

Do you understand what "4.5 digits" means?
It means the four low-order digits can take the full 0-9 range, and the most significant digit can only ever be 0 or 1; ie, you have an overall range of 0-19999.

So, depending on how this scales into your "000.000" display, it just means that you leave either the most-dignificant or the least-significant digit turned off!
