There is an absolute measurement of "good" - does it work well enough for the customer.

Good to the manufacturer is did it work on time, well enough for the customer to buy it, and for long enough to satisfy the customer, without having any warranty calls.

Good code makes good product work well enough, fast enough, cheaply enough.
