No, it does not support serial programming. But, it is better than a hand made ISP cable the intricacies of programming sequences makes most "hand made", at best, questionable.

HOWEVER, the effects of removing and reinserting a chip makes ISP much preferrable to a programmer. I can not count the number of sockets we have had to replace on the non-ISP boards.

We make ISP boards and program all chips in a parallel programmer in production for speed. If any field changes are to be made they are done by ISP.
