I am in a small city of China, there is not exact the same part like 74HCT541, I need to substitute it with HC541

again follow the recipe to the letter any substitution will make it fail.

You may have to order the correct part from somewhere else and have it shipped in.

We have this discussion almost weekly and every time it is "why does it not work when I do not follow the directions" the answer always is "becuse you did not follow the directions"

Programming specs for chips are very specific something like a chup substitution can totally "kill it".

Another possibility, get a UART programmable chip such as P89V51R... AT 89C51R.. P89C5166x etc and that is straight forward programming. Uc and MAx232(equivalent) and off you go with FlashMagic or Flip.
