Mahmood, you really didn't think carefully about this question!

Lets assume you're talking about Xilinx devices. Is the serial eeprom you're talking about the devices meant to load the bitstream into the FPGA? If it is, the datasheet for the Xilinx devices tells you how it works. You then need a programmer to load the bitstream into the Xilinx serial eeprom.

Now if you want to use a 'standard' serial eeprom like a 24c256 or such like, then you will need a processor or a cpld to talk i2c and translate to the Xilinx clocked serial protocol.

From my experience with Xilinx parts, the datasheets explain the loading methods well - I wrote a serial loader that I could download the bitstream through RS232 to my microprocessor to the FPGA (Spartan XC10 in this case).


Please remember to 'qualify and quantify' when asking a question.
