There are a couple of very nice altera acex development boards on http://www.opencores.org and as acex is still a very good low density low cost fpga its a pretty good place to start.You can work with acex devices using the alter baseline software which will run on proper windows rather than stupid old xp.
As for book to teach with its a bit silly investing in a hardback book when you get get all the information you need from the xilinx or altera web sites.If you want all the theory about logic design and minimisation they are fine,Ive still got my college notes about
Quine-McClusky reduction techniques but I dont think ive looked at them for ten years.The techniques used by logic compilers for logic reduction are far beyond anything you will find in a graduate level text book
