Of course GPS isn't going to be very accurate when you're in a movie theater or just about any place where you'd normally want to not have cell activity.
As someone that works with "downtown GPS" let me state that although lat and lon may not be right they are repeateable. So it, indeed possible, you just need to map the location live.
