A couple of minor points on this.
First the cel service providers are in buisness to provide that service not to restrict it. There would obviously be a cost to zone blocking not to mention the lawsuits from erroniously blocked calls. I would expect them to say if you want to stop cel service in your location do so and face the lawsuits from those incorrectly blocked.

Second point the huge surcharge idea has the same issues it is a no gain situation for the phone company added to a certain huge cost of dealing with the complaints. Plus turning the revinue over to the restaraunt to pay the bills of the other diners would be a joke. it would be three months after the meal before the money could be allocated - sounds like quite a fiasco to me.

Cel phones are a part of life today as are cars airoplains and television. Responsible use is up to the individual. failing that " check your Gun er cel phone at the door", or An enforceable agreement that you sign to get into the premise "if your phone rings in here you will be asked to leave immediatly after you pay bill which will be doubled."
Since most people go to these places for what they offer compliance would not be much of an issue. Those with a legitamate need to remain connected would have to go elsewere.
As to hardware fixes I suspect that it will prove no simple task to impliment.
Personally i think an airbag in the earpiece would be more effective. :) Interesting topic Terry
