the solution seems to be to checksum to the hilt and transmit till accept. I guess that you do not have to guarantee that a lamp turn on within 1 millisecond after the command. Also, you need to find out what the acceptable failure rate is (will it be OK to miss turning one of 100 lamps on?).

a checksumming I once used where the data just had to "get through eventually" was for a byte with the bits 12345678 and the complement being abcdefgh to transmit the byte as
1234efgh followed by
5678abcd
and, in addition, checksumming the record.
