Before you make some very bad mistakes - we all do - I'd be looking very carefully at making a real power line simulator for testing some ideas out, modelling power line crap, drop outs everything, or you are going to get in lots of trouble. Instead of active comms, why not just send out a tone of a very specific frequency, like, oh 1143.12345 Hz. Use specially made crystals to lock it all together. Oven the master crystal.
