SDCC has many inconveniences but lack of multiple source compiling is not one of them. I suggest you (re)read the manual.

1) Where did you find sdcc_reg420.h and is it in the correct sdcc form?
2) Source looks ok, but it's even better to set PMR in a function called _sdcc_external_startup.
3) May I conclude it's only xdata access that gives a problem?
