OK I thought SiLabs fall into this group, don't they... This is not to say that it is not worth for them (or any other compiler maker) to try to cooperate with the widest possible range of devtools manufacturers.

SILabs does not belong, at <$100 that qualifies as 'free' ICE.
Economy ICE is the $1000-$2000 ones.

Typically "to cooperate with the widest possible range of devtools manufacturers" does not apply to JTAG, most ICEmakers (NO - not the one in your fridge) protect their hardware and leave the software open (object, not source) since it is worthless unless you have bought the hardware.
