My proposal:

ADC -- Texas ADS7961 - 16 channel , channel "auto" scanning.
SPI controled, 8 bit .

MCU - allmost any 89C52 (if proggramming and tools are not problem - asssembler for example). Here is assumed AT89C51RD2 ( connections P1.0,P1.5,P1.6,P1.7 are SPI interface in this derivative). This derivative is used by Jan Waclawek
in Basik 52 - http://www.efton.sk/basic/.

Prices of integrated circuits, www.Digikey.com, single piece:
ADS7961 - 5 USD (!!only SMT package exist)
AT89C51RD2 - 9 USD
MAX232 - 3 USD.

Missed parts/connections on drawing:
- PSEN* to be connectable to ground trough jumper(for BOOTLOADER).
- no power supply and Reset generation shematic
- no relays are shown
