This might work, too, and it's CMOS ... I once used 'em to drive Magnecraft 107DIP-1 types. At times, those can be driven with standard TTL, as they have a 1k-ohm coil.

7438 might work, too.

If he's talking about using AND gates, though, he probably thinks he should drive the high side of the relay coil rather than the low side ...

The point, all along, though, has been that he's unwilling to do the most basic requirements analysis. I'd say, let him flounder until he comes to his senses.
