This gets back to three main tradeoffs that must be studied. Here is a summary of what the factors that I think must be looked at.

1) Fit & Applicability. Does the pre-packaged OS even fit into the target environment and is it even applicable as a solution to the problem at hand?

2) Money Now or Money Later. The pre-packaged solution OS many times has a substantial up-front cash outlay. On the other hand the roll your own code programming costs labor that is spread over time.

3) Learning Curve or Applying Experience. Going with an approach that you have not used before can suck up a lot of time in the learning curve. On the other hand applying an implementation strategy that you are already fully familiar with can be efficient from an engineering standpoint. For example I have seem some projects done by engineers using pre-packaged IP where they have the learning curve "under the belt" already and the implementation time is quite short. Likewise I have seen some amazing things done through a total "code from the ground up" approach where the engineers knew their tools well and were capable with a good understanding of the problem to be solved.
