so what if JTAG is dead slow.

In a debugger you do NOTHING except when the device stop (at a breakpoint). So what does it matter how fast the JTAG is - it may take several milliseconds to display the registers, but that occur while the processor under test is STOPPED.

I fail to see where JTAG speed matters.
