You are forced to use either programming tools (Cygnal (sic) programmer) or buy a costly MCUs...

I don't follow that at all - there are plenty of 8051's that are in-system programmable through just a UART connection.

What "Cygnal (sic) programmer" are you talking about?
Do you mean their JTAG adaptor - in which case a meaningful comparison would be to the AVR JTAG-ICE adaptor thingy

Now, I'd consider that the ARM might do it. It comes down to a matter of price and performance.
