I seem to detect a denial of responsibity here, it is the RESPONSIBILITY OF THE DESIGNER to ensure that equipment they design does/can:-

1 Withstand without malfunction external EMI effects, no matter how they are caused, or by whom.

2 Not emit by radiation or conduction any EMI that may interfere with any external equipment.

This does not mean however that the designer can blame some external equipment for the failure of their design!

As often pointed out in this post, proper design taking into account EMI is the ONLY way to solve the problem, and that means by whatever means necessary, be it PCB layout, Proper Connector Grounding, Shielding, .........
