Everything routed on top and bottom layer will "absorb" a certain portion of EMI. But if it's a ground layer nothing bad will happen, as the EMI then is forced to ground potential. With Vcc planes nothing bad will happen either, because the decoupling caps on board and the inter-plane capacitance will shunt the EMI directly to ground. This underlines the importance of having enough decoupling caps, evenly distributed over the whole board: Many 100nF/X7R caps for the HF content of EMI and a few tantals or aluminium electrolytics for the lower frequencies.
