SDCC is out there and free, but (despite Erik's preferences) it needs a decent IDE because that's what most people want to use. Most people don't want batch files--especially people just getting being introduced to the technology. An IDE with an editor and a simulator and which is capable of calling SDCC for compilation would go a long way in giving hobbyists and students something "free" to complete with the free tools of the other platforms.
The other problem is that lead-time issue that Richard brought up. I've thought about using 8052.com to address that, too, by making loose parts available in the 8052.com Online Store. But that'd be more of a public service, too, because I'm not thrilled about spending a lot of money to build up part inventory and I don't think it would be feasible to mark the parts up enough to make it worth the effort from a financial standpoint.
