You just spent a good bit of time giving a long description of the issues involving the rise time effects of signals on a PC board. You still have not told us exactly what was wrong with the PC board or the new parts. It is not even clear what component or parts were the problem. It would certainly be interesting to hear how the problem was discovered, what it took to isolate it, and what corrective action was required to fix the problem.
