Did you notice the following items in the datasheet unde Static characteristics?:
Save This Code
VDDR VDD rise time - - 2 mV/us
VDDF VDD fall time - - 50 mV/us

So you power source is not allowed to ramp up nor down too fast... Although it is not stated too clearly why it should be so, I suspect the following line might explain it:
P89LPC920_921_922-06.pdf on page 20 said:
For correct activation of Brownout detect, the VDD rise and fall times must be observed.
