The problem is availability. There are special chips from MAXIM and others, doing something similar like the shown relay, but these won't be available where you live.

Some of the supervisors work very well down to 0V Vcc then why cant they fix this problem.

I have absolutely no glue, what this LPC9xx does and why there's this reset problem. The whole story is absurd and very strange. To me it looks like Philips does not have any idea of what's going on...

If you can't find a datasheet or errata sheet which clears states how to circumvent these reset related problems, then I just wouldn't use this micro.
