This kind of issues have been discussed many times. The on chip brown out and resets do have serious limitations.
1. Brown out tolerance is very large.
2. The brown out reset/interrupt doesnt work down to 0V.

An external power supervisor such as MAX809 MAX811 [ Active Low Reset ] for LPC9xx works excellent holding reset active under all conditions of brown out down to 0V.
