1) Check his VCC 5V and the MAX232 + and - 9
2) Measure the AC Volts AC Power Supply to AC Ground It should be millivolts (ie just noise)
3) Measure the AC and DC Volts from the ground pin of his bourd to the PC Ground. Again it should be small.

An Isolator will make it work, But it will not fix the problem
