Your using a wrong symbol for ground. Use a thick line in stead of an arrow.
The adjustable resistor in the upper left corner is short circuited.
The LED in the power supply also.
The reset circuit can't work. Check the bible as Eric said.
Look at PSEN. It's aim is to activate external program memory. Here you can switch to ground with your reset switch. I don't understand.

And my last advise is, follow Joe's advise.

Anyway, never give up.
