A supervisor is a chip that ensures that your micro remains in reset until after the power supplies have settled.

The data sheet for your micro probably has a simple power-on reset circuit consisting of a cap and a resistor, but the general consensus is that those circuits don't work all that well.

As an example, the Microchip MCP809 or 810 (difference between the reset out polarity) family works well enough for less than fifty cents each.
