I am assuming 3 of the 4 capacitors on the out of your LM2940 are for decoupling. It would be a bit more clear if these were placed at the power inputs of the IC's they are decoupling. While they are electrically connected where you put them, they will need to be physically close (as close as possible) to the pins they are decoupling.

I have an inherited board where an idiot did the layout. 19 decoupling capacitors are in a neat row at the topleft corner of the board.

Thus since then all my schematics have the decoupling capacitor shown next to the chip it decouples.
