Good advice.
While a meter may read 5V (or whatever), a scope will show if it's a good, clean, stable 5V.

but then you go on to say:

While it may be true that some meters may read 1.7V (or whatever) on a correctly-functioning ALE, it is most certainly not correct to deduce that a 1.7V reading indicates that ALE is working correctly!
This is backwards reasoning.

We've had this discussion before!

Anyhow, you've already assumed that a scope is available - so use it!
