Good point. It must be a philosophical point, but it may also be a misquote from Demming, "QUALITY cannot be tested in". All you can really ever do is verify that something passes the tests you throw at it, unless you go for mathematical formal methods, a topic on which, Mr J. Smith will probably have some pithy comments.
